This is a simple wind direction sensor for a weather (WX) station, with a resistor network inside. A magnet on the rotating vane sits over one of 16 reed switches arranged in a circle, each wired to its own resistor - so as the vane turns to point in a given direction, your controller sees a distinct resistance value on the sensor line, letting it work out which of the 16 directions the wind is coming from. It connects via an RJ connector, matching the same connector used on our wind speed sensor, so both parts of your wind measurement setup wire up the same way.
