This is a 230V AC EMI (electromagnetic interference) filter used to diminish the high-frequency electromagnetic noise which is generated by different electronic and electrical devices. Use it to decrease high-frequency electronic noise, as an additional filter for linear and switching mode PSUs, or as a filter for a common 230V AC plug.
