It is a simple, active 10MHz clock signal distributor. It contains an active amplifier and filters for each output. An LED indicates the presence of a reference signal. The box distributes an input signal from an external source. It does not contain an internal OCXO.
You can use this splitter in your laboratory or hamshack - as a reference signal distributor, reference for an LNB EXT bias tee, 10 MHz source for lab equipment, or reference for a generator/transverter.
